I would recommend to include him/her. It's good to show that you have a little Canadian, it might help your background check as well. Surprisingly the system asked for the fee. I was told it was a mistake, and my GCMS notes show a note of a refund that I haven't received yet. My point is Proof of Funds requirement for non CEC applicants. Those who have Canadian children need to include them as accompanying dependents in order to provide the correct amount of Proof of Funds.
