I wouldn't suggest to spend money and time in any university to do any program at start....
once you will be here in Canada there are alot of different opportunities...
Govt of Canada helps you to update your education and they pay for you (sometime you work for six months and complete some required hours in any job and leave job and talk to govt to update your education... they give you full money for that... there are programs offered by govt.

YMCA Is organization which helps new immigrants for free for further education also they help you get in different companies as apprentice and then companies pay you to update your education..
like in Alberta for most of trades companies pay for your education once you are in the company.. and YMCA is best to help new immigrants.
Trades like (electricican, plumber, carpanter, auto mechanic, and also for other jobs)
Public Libraries are also one source to get knowledge and information about further education and jobs..
