Salam20,

It's clear in your quote that "who have applied for permanent resident status, may be charged fees at the domestic student rate"." So, just go to your School of Graduate Studies, Admissions in the Registrar's Office to submit your PER.

The University of Toronto's fees also only have that sentence, and they reduced the tuition for PR applicants with PER.
See Section 2.C here:
http://www.fees.utoronto.ca/sessions/summer_2014/tuition_fees/international_fee_exemptions.htm
University of Toronto is clear that those who are eligible to apply for PR are also eligible for domestic rates. With Regina, it is not as clear. In that part salam20 quoted, it is stated that one needs to be under work permit AND have applied for PR to be able to be considered for domestic tuition rates. If the requirement is only that you need to be eligible to apply for PR, then PER would be enough, but it doesn't seem to be the case with Saskatchewan.

An urgent question about sending passports: should we write Ottawa address in "from" field of the return envelope or just leave it blank?
That's a good question. I think you should just leave it blank, but don't forget to pay for the return envelope as well, and use CanadaPost ONLY (as per the instruction).

This is interesting. So if you are under a work permit, and have applied for PR, then you can qualify for tuition differential exemption, but not if you are under study permit? I wish they would be more clear though on exactly what stages of PR application process would qualify students for domestic tuition rates.

Try speaking with the immigration advisor at your school, and see what he/she has to say about the matter. Ask for the exact ruling on what stage of PR application process would qualify you for domestic rates. Is it eligibility for PR, eligibility to apply for PR, or you must have the PR itself?

Thanks for caring. I met him today, he is my friend, he asked me for the landing papers. This is SK.
the new calender says:
"Information for Permanent Residents

Any change in immigration status must be reported to the Faculty of Graduate Studies and Research office.

Students who have applied for permanent resident status still pay the International Graduate student surcharge until permanent residence is granted by the Canadian Government, and a copy of the Permanent Resident card is provided to the Faculty of Graduate Studies and Research office."

Definitely put the Ottawa address for the "From" part on the return envelope.
What do you do if your address on the envelope gets corrupted when they are returning your passports? Canada post may need the From part to return it to CIC.

Guys,

I saw the "decision made" status on my ecas more than a month ago which also states that they received my medical. However, I haven't yet got any email from them. I am bit worried based on the usual timeline these days. Should I contact them? I have checked several times that I haven't skipped that email. Usually from which email address we get the passport request email?

Hello all,

I recently renewed my study permit. I sent updated study permit along with bank statements to COC-O at CPC-CTD-Ottawa@cic.gc.ca.

Also, I got my GCMS report on Friday. Sydney office did not accept my RAship (I dont know why) and provice only 11 points for my 2 years of engineering work (NOC 2147). Also, it grant me 5 adaptability points for 2 years of PhD study, awarding 75 points in total.

So far in CPC-Ottawa nothing has started and due date in most of the assessments is 2015-03-28.
