I applied for PhD steam in Feb 22, 2013. I got rejection letter on April 29, 2014. I had 18 months of work experience in my home country, described under NOC code 2121. I provide a letter of reference explaining main duties, salary etc. At the moment I received the rejection email, I sent them an email and provided a new reference letter I got from my professor here. In their reply they offered me to submit the application again however they did not guaranteed acceptance of that letter. I quote the letter of reference I initially submitted below:

This reference letter is in support of XXX application for Permanent Resident status of Canada through the Skilled Worker and Professionals Class. XXXXX has been working as a research assistant at the Department of XXX. he joined us in September 2010 as a Doctor of Philosophy (Ph.D.) student.
As a student research assistant, he assists me in research activities in the area of genetics, plant pathology and genomics.
His main duties include:
• Conducting greenhouse experiment for screening resistant lines to fungal pathogens (2010-2012)
Duties: growing plants in greenhouse and inoculation of them by pathogen and scoring disease symptoms on plants.

XXXX has prepared one manuscript for publication and has attended one international conference in Cordoba, Spain. He won the second student presentation in that conference.
Since he joined University of Saskatchewan, he has been receiving $21,000 for the first year, and $24,600 since after. As a research assistant, he has worked 40 hours a week in the different labs at the Department of Plant Sciences. Since September2011, XXX stipend is supplied simultaneously from my funding and a scholarship provided by XXXX
