I received my file number on March 2012. Any idea about the waiting time?

Some people that applied last year got to Passport Request after 1 year. Expect total processing time to be around 12 +3 months, at least. Things are looking slow for 2012 applicants.

CEC would require at least 3,900 hours within the last 3 years (if you don't have a Canadian degree), so this would be close to impossible to fulfill by TA/RA experience alone. If you have a Canadian degree, then you would only need 1,900 hours, but only the last two years would count.

Hi, could anyone tell me if your UCI assigned in your PER email is the same as the client ID of your study or work permit? It is different for my case. Is this normal? Btw, how do you contact CIC? I tried to send email to Centralized-Intake-Office <Centralized-Intake-Office@cic.gc.ca> and FSW-Centralized_Intake-Office@cic.gc.ca. But my emails were rejected by both of those. Thanks guys in advance.

Hi Dani1982, thank you for the link. I think there is passage in the amendment there that everybody thinking of applying for CEC next year must really pay attention, especially regarding what work experience would count

(3) Paragraph 87.1(3)(a) of the Regulations is replaced by the following:

(a) any period of employment during which the foreign national was engaged in full-time study shall not be included in calculating a period of work experience;

And also

(4) Subsection 87.1(3) of the Regulations is amended by adding “and” at the end of paragraph (d) and by repealing paragraphs (e) and (f).

I suppose, they want to be more stringent now in granting the work experience for CEC, and work experience that you obtain while you're also doing full-time study will NO LONGER COUNT for CEC next year. This would mean that TA/RA experience WON'T count for CEC. They're really closing the ambiguity this time. I really hope that this won't apply to FSW as well, as this would render a lot of PhD students ineligible for the PhD stream.

My document has arrived for 70 days, the application fee (using credit card) still hasn't been charged. Should I try to contact them using the same email as you mentioned? Thanks.

Guys, this is not necessary. They will start processing your applications when they can. They have this huge backlog of 100 thousand applicants from 2009-2010 that they are trying to clear up first.

It's still not certain whether Ottawa will award the 5 adaptability points to those who appealed to Sydney and got a positive decision. However, I believe Dani1982 was rejected at Ottawa level, and he did not get awarded the 5 adaptability points.

For next year, there have been some changes in the wording, and I mentioned that two years of study without a degree would be enough. But actually now I am not so sure anymore. The wording will change from the current one, which is

a skilled worker shall be awarded 5 points if the skilled worker or their accompanying spouse or accompanying common-law partner, by the age of 17 or older, completed a program of full-time study of at least two years' duration at a post-secondary institution in Canada under a study permit, whether or not they obtained an educational credential for completing that program.

to

for a period of full-time study by the skilled worker, of at least two academic years in a program of at least two years in duration whether or not the skilled worker obtained an educational credential for completing a program in Canada and during which period the skilled worker remained in good academic standing as defined by the institution, 5 points

So the new wording still contained the word 'completing', which, once again, brings about ambiguity in interpretation, though it does look like that the 5 points will be awarded for just the period of two years, else they wouldn't say "of at least two academic years in a program of at least two years in duration". Provided that the PhD stream will adapt the new point system, then if these 5 points are awarded for any period of two years of full time study, then it should be much easier for most students to score above 67 points this time. Even without ANY adaptability points, provided you max out the first language scores, have at least 1 year of work experience, and have a Master's degree, you'd already have 68 points.


EDIT: I found another clarification regarding the 5 adaptability points for previous study, though it's still hard to discern exactly what they mean by "having obtained the necessary credits to successfully complete two years of study". It only says having obtained credits to complete two years of study, rather than having completed a program of at least two years in durations. So confusing, I wonder why they did not use this opportunity to, once and for all, clarify everything. And I wonder how exactly they would measure the credits for PhD program. Having finished the classes requirement and passed the qualifying exams?

To be awarded points for their previous study in Canada, the applicant or accompanying spouse would need to have obtained, studying full time in a program of at least a two-year duration, the necessary credits to successfully complete two years of study. For the purposes of adaptability, secondary school will be accepted as an eligible program of study.

I am applying under the Ph D stream in a couple of days. I have a couple of questions which wasn't clear to me.

1. Where do I apply my VISA Office for processign since the buffalo office is closed. I am applying from Ottawa. But I am not sure which visa office should I select.

2. Do we need to attach the TA/RA experience letters or T4A forms from university is good enough for TA and how to show RA ..?
