I understand what you say, but what can we do? Don't kill yourself because of their fault. I myself am struggling with permanent residency applications since 2010. I had even sent an application to Quebec before this PhD stream was born. And it was all after I missed the old federal immigration program which was much easier before 2010 by just 1-2 months. I even got refused from the PhD stream last year. I applied on June 05 and got confirmation I believe on about June 17. They asked for some docs like CV etc on Jan 30 2013.
By the way, my notes show that now they have given me my stolen 5 adaptability points for Canadian degree; I had made a request to correct that mistake.

I did the fingerprinting and paid the RPRF fee the following day after receiving the email. But I had a deadline and wasn't able to do the medical for a couple of weeks.
