Luigiovemma, I'm sorry to hear that, that was an outrageous rejection. Even if you don't have any plan to reapply, consider at least to send them long explanation email and letter (slim chance, but go along here with on why I think you had some basis for appealing). The NOC 4012 descriptions for RA go as follows:
Conduct literature reviews, surveys, laboratory experiments and other research for use in scholarly publications
Compile research results and assist professors in the analysis of results and the preparation of journal articles or papers.
Let's try to dissect these descriptions part-by-part, and how they relate to what your supervisor wrote:
1. conduct laboratory experiments and other research
"she designs and performs the experiments, and we discuss experimental design
2. compile research results, and assist professors in the analysis of results
"we ["we" here implies the student and her supervisor, "the professor"] discuss both the experimental design and results "
3. for use in scholarly publications
"This is all in addition to writing up her work so that it can be published in peer-reviewed journals (xx papers published in the major journal in this topic area so far)"
So not only your job descriptions were complete, but they substantially match the descriptions given by the duties and responsibilities of NOC 4012. I really think that this is the case of a super-busy officer that just wanted to rush decision, and I honestly believe that, if he had spent maybe 5 more minutes on her letter, then he would've seen all descriptions from her letter matching those of NOC 4012, easily.
I've seen cases where rejections were based on job description mismatch, but usually, their descriptions only have maybe 1 out of the 5 or 6 described in the NOC. Yours obviously was not the case here, and I really think you have a chance (slim as that may be).
