From his ID I guess he is Iranian. As I said before, they are asking extra documents from Iranians (i.e. CV, list of publications and field of work). I also heard from some of my Iranian friends that their applications (not in PhD stream) was sent for security clearance check!!! This way we can better access the situation. Nationality and number of applicants, as we well as work experience are very important so we can understand the problem.
Dude, at first we thought that was indeed the case, but if you look closely, Egyptians and Chinese were also required bank history. It is not about nationality, but rather the amount of funding. It is certainly discrimination. So far, they have asked only Iranians (as I remember) to provide them with a CV and list of publications. If you have less money at the current month than what is required, than you are in a risk position. About the clearance, my friend is waiting for more than 5-6 months for his security clearance. I don't know what are we going to do here? Most of us came here just to have a peaceful life, Now this is what we get!
I applied around May, and also have the bank statements for that time plus six months before that. My statement for this last four months is higher than the required value.
