But If I didn't get you wrong, isn't that you have to send your applications to a VO in states(before all VO office in states were closed) or within Canada whenever you are a resident of Canada. I might be wrong but I was informed this from our International student centre.
You can also send to your home country, but they used to prefer you to send them inside North America, thus Buffalo.

Hi Tahhir--
Did you get your OHIP yet? Since I have also appealed almost 3 weeks earlier but haven't get any response yet. OHIP review committee signed me a authorization form to contact with CIC regarding my status. Did you also go through these steps as well?
Sorry guys, I wasn't able to get to the forum before. Here is a brief explanation of how I got OHIP.

I applied in service Ontario office with a hard copy of the letter from FEDERAL SKILLED WORKER CENTRALIZED INTAKE OFFICE. They simply rejected my application stating that citizenship/immigration status does not satisfy the eligibility criteria. I asked them to give me eligibility assessment form (you need it for appealing their decision).

I appealed their decision, I actually personally met the review committee person who just after taking a look of the letter asked me to go to service ontario again and apply for OHIP and if they reject and to ask them to call review committee office. I asked her about my wife too. She told me it will take a bit longer for the dependents because CIC has to release information to review committee.

When I applied again they rejected my application and upon their discussion to review committee office she right away accepted my application.

This is the regulation of Immigration and Refugee protection :
While your application for the Phd program meets one of the requirements of the Ministerial Instructions now in effect, to be eligible for processing, your work experience must still meet the minimal requirements as defined in subsection 75(2) of the Immigration and Refugee Protection Regulations that states that a foreign national is a skilled worker if:

a) within the ten years preceding the date of their application for a permanent resident visa, they, have at least one year of continuous full-time (37.5 hours/week) employment experience as described in subsection 80(7), or the equivalent in continuous part-time employment in one or more occupations, other than a restricted occupation, that are listed in Skill Type 0 Management Occupations or Skill Levels A or B of the National Occupational Classification matrix;

b) during that period of employment they performed the actions described in the lead statement for the occupation as set out in the occupational descriptions of the National Occupational Classification; and

c) during that period of employment they performed a substantial number of the main duties of the occupation as set out in the occupational descriptions of the National Occupational Classification, including all of the essential duties.
If you still have any confusion, plz ask since I have really bad experience regarding this work experience issue when I applied first time and was rejected for proper documents. As a whole, you have to have at least one year work experience, doesn't matter part time or full time but it has to be continuous and have to a have at least a total of 1950hrs work experience. But thankfully, I heard many of ours application were accepted just with the TA and RA experience. You have to make sure your letter contains all your job responsibilities, salary amount, working hours very specifically.
Thanks
Thank you. It is very helpful.

I went through almost same situation (except went with a soft copy of my PER to Service Ontario office), once the service ontario office rejected me, I went to the review committee office in person and submitted a written claim, after couple of weeks I got a letter with an authorization form, from review committee office where they wanted my authorization to release my information from CIC. Till then didn't get any news yet. Lets see.

It will take time but in the end you will get a positive feedback, that's what she told me at Review committee office.

Hi tahhiir,

Thanks. Your comments is very helpful.

Would u mind sharing how you get the hard copy of PER letter?

How long did u apply for OHIP after you got ur PER letter?

I appealed my OHIP decision and got a negative feedback, which upsets me a lot.

Thanks!

Hi moonbow2010, why don't you try giving it a shot again? Judging from your timeline, if you received your PER at March 21st, and got rejected by OHIP on May 6th, then I'm assuming you went immediately to ServiceOntario after you received your PER? I think there was a discussion earlier here that someone who had received PER was trying to clarify with the CIC about his application, and at the time, it was as if the application was not yet sent to Buffalo. It could be that at the time, there was some sort of a lag with your application, and your status did not show up or something (just my guess). Just give it a shot again, and let us know :)

Hi, guys:
I just went to Service Ontario Kitchener last Friday with my husband. He actually applied under CEC category and already got the medical request last week for both of us. I talked to that lady, she had a look at his letter of file number. said nothing stated that he has passed eligibility review, I told her getting medical request is already a strong proof for that. But indeed, FN letter for CEC didn't have word like our PER letter said: "you received a positive final determination of eligiblity". something like that. And she said getting medical request has nothing to do with OHIP.

Actually, I applied under this PhD Stream at the same time with my husband (we applied separately), we all know it's actually much slower in terms of stage, even I showed her my letter of PER, she said NO, she need a hard copy from CIC for that, not just email. She simply give me a printed paper (not a form) and said I can appeal this decision if I am not satisfied.

I noticed they simply just look at the words, like "positive eligibility", the letter from CEC didn't give any word like that. In this case, should I apply OHIP by my PER letter instead of his letter of FN?

Hi phdapplicant, I spoke with the immigration specialist at Waterloo, and she said that the difference between PER email and 'Approval-in-principle' is that, the former only grants you 'eligibility to apply for permanent residence', whereas approval-in-principle requires 'eligibility to apply for permanent resident status'. OHIP, however, only requires the former, so PER email should be enough to get you OHIP. Splitting hair, I know, and stupid too, but she said that if I have evidence that some students have gotten their tuition reduced as per PER email alone, I am welcomed to bring it to her so she can evaluate further. I really want to show some proof to her, but if I do, then I may put the domestic status of some of the students here to jeopardy, so I should just let it go I guess...
Hi, there:
You are absolutely right about the OHIP. I live in Waterloo, too. I assumed you may be also a PhD student in university of waterloo, same as my husband. His case is he had an international student award, which already reduced his tuition to domestic level, I saw a lot of international students here have this. He just obtained medical request under CEC category. In this case, does he still need to talk to registrar about domestic tuition? the differences may be just OHIP and UHIP. If I am right, the tax credits for paying international tuition is a big value and can be refunded in the future. so he don't need to do that.

I got PER in June. I don't think it matters. I guess now they learned about this letter. You must go now to Service Ontario for your OHIP and ask them for eligibility assessment. If they reject you. Then you must contact to the address on eligibility assessment form for further processing. I am sure they will accept you.
