I think you are totally right, it shouldn't cause any confusion. I was reading the Instruction Guide on how to fill the Generic Form and they ask:
Check the appropriate box to indicate if you have a valid identity document
So if my identity document expired two years ago and I can only renew it if I am living in my home country, then I clicked on the right answer which is NO, because the document I may have has expired.
