Applicant and dependent in different countries, how to get visa?

My PR has been approved and CHC-London is asking for our passports to stamp visa.

I am currently in United Kingdom. My wife is in India and she does not want to travel back to London due to some personal issues.

1. Is there any way I could get my visa stamped in London and my wife could get it stamped in India?

2. Do we have to submit our passports together? (Whether in London or in India)

3. If we have to submit our passports together than can our case be transferred to Canadian High Commission in New Delhi, India so that we could get our visa stamped together from there? Or can we just book an appointment in CHC-New Delhi and get our visa straight away? How much time does it take to transfer the case to CHC-New Delhi and get a visa?

4. Can I ask my wife to post her passport to me in London so that I could submit both passports in CHC-London.

5. What would be the time limits in any situation? Could we get some extra time for visa stamping?

No, not unless you applied through ND

You know it is illegal to mail/courier passport in/out of India?

What if someone brings her passport with him in person, will there be any issues?

I can ask my wife to make an affidavit in that person's name to carry her passport. will this work?

And also if I do this and go to Canadian Embassy for visa stamping, will they ask me any questions as my wife's passport won't have country-in immigration stamp.

If I escape this, can they ask me the same thing while entering Canada?

Sending your wife's passport from India will be almost impossible, although some risky ways might be possible this I will not advice you to do. Your situation is simple. Get a return ticket back to India, come back, stamp the passports and then you can go back to India. It will cost you a bit but it does worth it.
You can also find someone coming to the UK soon. It takes time to find but there must be a trustworthy person around where your wife live that is coming to the UK if not now, soon.
