Obtaining a visa for visit when PR is in progress is not as difficult as it is described in this forum...
There are 3 things that you need to clearly show to the VISA officer..
1. Purpose of visit
2. Financial stability
3. Confidence of return
1. Purpose of visit
The intention of visit should be meaningful to the visa officer. Although the VO would consider any reason a good reason in case of a married couple, to be on a safer side, it is better to show a good reason for your husband's visit. For example, graduation ceremony, wedding anniversary, or birthday celebration could stand strong. At the end, you should show the intensity to be together for any occasion.
Documents you need to show:
a) Invitation Letter for you to your husband (follow the instructions on CIC website for the invitation letter format)
2. Financial Stability
A visit by a tourist to Canada is considered as revenue generator, therefore, CIC considers this very seriously to avoid any burden on their economy. Minimum funds required for a couple to survive in Canada is $ 2500/- a month. However, this varies depending upon your lifestyle.
Documents:
a) Bank balance of yours and your husband's account.
b) Any property directly in your husbands ownership. However, for the purpose of visit, it is recommended to show liquid funds, such as cash.
3. Confidence of Return
Now, this is something that one should consider very very seriously. No matter how strong your purpose of visit is, or how wealthy you are, an applicant must convince the VO that he will return at the end of the visit. As you are saying your husband is a govt. emp., he can show his current employment letter, leave approved date for the purpose of visit to Canada (this is must), any contract document (if available). In addition, he must also show family ties back in the home country, such as parents, depended brother or sister.
Documents:
a) Letter of current employment
b) Leave approved date for the intended purpose
c) Evidence of family ties in home country
After all these, it is considered very important to prove that your marriage is legal. It is appreciated to attach marriage certificate with your application. This proves your husband's ties in Canada (the visiting country).
A well drafted cover letter significantly reduces VO's decision making time. Mention your PR application details in the cover letter. Your husband may also required to fill schedule-1 of the visa application (as he is a govt. employee, however, this has no signification on his application unless he is in defence, military based research, etc..,)
