I hope I am not borrowing ill fortune; I just want to know the steps of appealing a negative decision on a PR visa application.

Would the appeal take place in my wife's country, or in Canada?

Is there a central place where I can research this?

One quick question: if CIC won't give my wife a visa, how can she enter Canada for the Appeal Hearing?

The appeal takes place in Canada. The sponsor is appealing the decision, so it is the sponsor who has to be at the appeal hearing. It is a good idea for the applicant to testify too, and since the applicant is usually outside of Canada the applicant testifies by phone.
If your wife's application is rejected, a letter telling you how to appeal, and the form necessary, will be included with the rejection letter.
