You can submit a reconsideration request by sending a web form. IRCC may or may not reopen the file but worth trying.

If that doesn't work, then you can formally appeal the decision. If you do that, suggestion is to use an immigration lawyer.

What documents were missing?

I have submitted the required documents in time, that is what is surprising me. Now in the rejection reasons they said IMM5406 and IMM0149- Government employment details.

I just want to know if you got any updates on this case because I have the same issues with the rejection...I was able to send them all of their request using the email address that they provided on the letter within the required deadline which is 30 days (I have submitted 11 days earlier). I have even made an inquiry through their webform portal regarding the email I've sent and consequently received a reply that all documents were duly received by the responsible office handling my application. However, lo and behold just today, I have received another email with a PDF letter that my PGP application got rejected because I have not complied with the additional documents that were being required (which is kind of weird as I have previously received a confirmation from one of their agents on their webform portal).
