Appeal after Quebec skiller worker program refusal

We are a couple and applied to CSQ. We just got the refusal letter today after the interview in New York last week. We got 60 out of 63 points. We have visited Toronto but not Montreal. VO thinks we do not have strong intention to stay in Quebec. We really want to immigration to Montreal. While we are sad about the refusal, we have decided we will appeal. We really need support or advice from anyone who have the information or experiences. Hope I can find some advice, suggestion, support here. Thank you very much.

One question, did both of you submit French language diplomas (One of these: DELF, DALF, TCF, TEF, TCFQ, or TEFAQ) with your application? Generally speaking, Quebec is a Francophone society and they expect applicants to have some knowledge of French. Btw, what is the educational background and AOT of both applicants?
