Below is a good site for school comparison for different school years:
https://www.compareschoolrankings.org/school/on/elementary/220817
Glenwood Public school ranks at 5.9

True. But if you look at other schools, ratings are even terrible which makes 5.9 not bad one. Most of the schools seem in that area seem to be ranked under 5 and apartments associated with seem to be old/worn out too. Only two good schools (Talbot trail and Southwood) and there are hardly any apartments or houses available for them. People are offering basements for unheard price just because they come under Talbot trail school.

It is not clear why apartments seem to cost as much as GTA when Windsor where schools and job opportunities are beyond comparison. The area in itself is a big downgrade from US.

Supply and demand. There is not huge differences between the quality of education in many schools in Canada. Pick a neighbourhood where the average neighbourhood income is higher than average and home ownership is high and the school is likely to be good. It comes down to whether your child has a good teacher.
