I emailed Ottawa officer when the timeline passed 6 months, the email was forwarded to local VO, and local VO told me that the application was still in BG check, and it might be 'lengthy'.
Besides, it seems that the category of PNP outland moves really slow for at least May, June applicants.
I have viewed the discussion of AOR in May, and there is little progress for PNP outland applicants.
I don't know why this is the case, but all I can do is waiting.

Good news, High Commission in Colombo was very helpful and the turnaround v quick. As I was coming to Canada for the holiday season I was able to activate my PR this morning. I received the e-mail on Thursday...Its been a complete whirlwind.
To those waiting, hang in there, it will come and it will be worth it.
