I posted my full timeline above. The delay of my process was because of my spouse, so my file was pretty much locked up between May 27 to July 15. After the 1st Ghost Email I received on July 26, I believe it's because my file was reviewed again and the status of security check was changed from No Need to Started. This was confirmed by the CIC call centre agent later. So pretty much it took 3 weeks from security Check to PPR if there is nothing wrong with your background.
