i tried calling them just now, the automated reply said " we are currently experiencing high volume of calls and are unable to transfer to the representative, please call back later"
did anyone had same issue? is this normal? what is the right time to call?

You have to keep trying every 10-15 mins their lines are crazy busy these days. Well that's their own fault only if they process within 6 months then less people would call them :P

Hey, My situation is very similar, Jan 19th AOR. But i applied from inside canada FSW Inland. My file was transferred to NDVO on April 7th. I suggest you contact them after July 19th. I have seen several inland cases like mine. The sad thing is it usually crosses 6 month mark for those who share a similar case.
 
i was able to contact CIC.
she said everything is completed including the background check and you should be hearing the final decision very shortly..and also..suggested to be patient ;D

yes i called this number too and after numerous times pressing numbers i could reach the representative.

Did you get any positive response? I tried a few days back and obviously since my AOR was less than six months(19th JAN), they were not able to give me much info.

Quick question: The funds that you showed in your bank account as proof of financial status, have you spent any monies in the past 5-6 months? I keep using funds from my account and then replenish but at the moment, my account balance is a little lower than what I showed to IRCC.

Shouldn't really matter as they are not calling the bank to verify the current balance. Make sure your funds are above LICO at the time of landing (take recent statements at that time).
