Criminality is usually passed on the initial part of process, it means your PCC is verified, and the security is the latest stage when the BG check goes in progress and you travel history is being assessed.
From what people report from GCMS notes, experience is being assessed on a later stage of eligibility check, before the BG starts. For FSW it is after 4-5 months as well.

So when BG changes to 'in progress' from not needed it is an indication that other elements have generally been passed correct? In the sense that time wouldn't be wasted on a BG check for a person whose language results are wrong or something small like that? I have read in some places that BG check is not only travel history but also the point when they start checking up on employment letters etc. and contacting former bosses for example? Any idea how long this aspect of the process normally takes?

I am not sure. From my understanding, BGC is done by other agencies not CIC. So, I think it means that everything is fine (Reference letters, Degrees, IELTS, etc) and if the applicant's BG is clear then it is time for PPR!
