Does this means that my background check is not started yet.

sch 4 - 3 feb 16
background check " not started " - 3 feb 16
medical passed - 4 feb 16
background check " not need at this time " - since 4 feb 16

By Visa Office I mean are you holding Indian Passport only?

In that case it will be Delhi.

You can not be sure if it ll be New Delhi or some other VO. With EE system launched, you VO can be anywhere chosen by CIC on basis of workload or their internal procedures..

It can be known by ordering GCMS notes or by calling CIC (some people have got it by calling CIC)

Yes, You can call CIC to know your VO.

But VO may change based on CIC workload and other internal factors.
