AOR is Feb 2024, Office in Scarborough, multiple requests to expedite, interview in July..

Why the Background verification and Prohibitions are still in progress for so long time. I Called many times and sent forms to expedite. I was called for an interview at Scarborough, the officer was so nice he only checked my ID and informed me that my case looked fine and that within "2-3 months" it would be finalized, and we would just wait for the background and prohibitions clearance. since then no progress. Last week I submitted a request and called and was told that for people who are interviewed the normal processing time is not applicable.
What do you think is the problem.. I really need the passport urgently!

Did you ever get GCMS notes? It would have some details of your background still stuck.

Interview was on June 27th
Office Scarborough
After that same thing no update

No estimate really.
For applications stuck at background check, and usually specifically the security check with CSIS, it could be 1.5 (quite common) to 2.5 years (less common, but not exceptionnal), or even more. At least, that's what I've been told on phone by an IRCC officer recently.
IRCC doesn't really care how long CSIS takes, and usually MPs also say that nothing can be done with security checks...

So, patience, and if, months from now (after all, you applied in February, there are many applicants from 2022 or 2023 in your exact situation...), still nothing, you may consider speaking with a lawyer to see your options.
