Your PPR was quicker because you are PNP-Outland.

All PNP-Inland applicants are facing extremely slow processing. So far, not even a single applicant (on this forum) from Jan 2017 AOR date has received PPR. Any many applicants from Nov-Dec 2016 are also waiting for PPR.
 
Even I am PNP in land applicant..Dec 3rd AOR. I believe for outland applicants need to land in Canada before their Medical gets expire (That is one year from the date of medical done), might be the reason why they are getting PPR soon.

As we are inland applicants, already in CANADA will not have to do our landing before our Medicals Expiry, even if it expires its not a problem.
So they are delaying in processing our applications. This is just my understanding, not read anywhere...

Can anyone guide on this matter?
I have submitted all my documents somewhere in November however there has been no progress on my application.
1) Ielts will expire in June, will i have appear for Ielts all over again?

Look forward if anyone can guide on this if you know of anything mentioned by IRCC on their website.

Nothing worry, IELTS should be valid till we get the ITA, even if our IELTS expires the day after we got the ITA also not a problem. So you are good.

I have a question please : when we get the Visa stamped on our passport , how long should our passport be valid before getting the plane ?

for example if i get the visa stamped in September 2017 , can i travel in September 2017 if my passport validity date ends in October 2017 , or do i need to have 6 months validity in my passport before getting on the plane?

I guess they won't stamp the visa on a passport with less than 6 months validity
