I'm in the same situation. I don't know if it's 100% right but we decided that my husband will try to get reference letters and salary statements from his previous work places. In case he didn't manage to get all of them I'd just remove the work experience without reference letters into personal history section.

I think yes, but if there's anything I can add to support my application, I'd like to write it. I know this letter is optional but do you think it won't influence my application if I don't include it?

Thanks for the input....He still requested letters as well....so we are waiting to collect those....

I'd say less is more, unless there are some "gray areas" you need to clear

There is no standard format for LOE. Depending on what you are using the LOE for (POF, absence of formal reference letter, difference in name etc), you will have to customise the letter.

Basically LOE, would include the following.
- Explain the situation why you are taking/have to take a deviation from CIC requirement (for example: why you cannot get a specific document in a required format, or why the names are different in different documents, or why you do not have 6 months bank statements etc etc)
- What proactive steps you have taken to meet CIC requirement.
- What documents you have arranged and list them in the order you have attached them.
- Polite request to the officer to consider your case based on your specific situation and the alternate documents that you have submitted.
- Anything else you want the case officer to consider while assessing your application.
