Can you tell under what section have they been withheld.

I have seen two major reasons. First, when there is information from a foreign government, and second, when there is an ongoing investigation. If you tell me under what section has the information been withheld, I can let you know what may be happening.

Crazy, Manila VO has already given PPRs to paper-based applicants who sent theirs to CIO in December. :(

The withheld sections are within incoming documents. And that too entry 10, 11, 12; so not new docs.
I am not sure what is happening.

Smaller LVOs have limited resources. I am sure things will work out for you. Have you applied for another set of GCMS?

I hope you raised a CSE to let them know that your already submitted the passport on 25th March, after receiving the reminder to submit your passport.

Thanks legalfalcon! Yes I did apply for my 2nd set of gcms yesterday, May 13.
It's quite a long journey. May God continue to sustain us!

Manila VO can't possibly be a small VO as they usually process Express Entry and paper-based PNP applications in 3-4 months. They're also one of the faster VOs to process TRVs (I got PPR for TRV after applying last week). Why JustCanada and I are the exception, I don't know, maybe we got stuck with our security checks somehow.

Yes, according to my GCMS notes, been stuck there since March, just before Holy Week. Nothing was done on my application since it arrived in Manila. :(
