It's such an unfair system. I'm genuinely happy for the lucky people who got PPR in October but it makes no sense that there are so many August and Sept people still waiting. I would love to know what their process/reasoning is.

Actually, I just checked the October forum and it looks like PPR was given to people with CEC or PNP only. Maybe they have the FastPass like at a theme-park :)

McCallum himself admitted they would put aside difficult apps and move over to easier ones to keep the flow going. Doesn't make sense but it looks like that's exactly what they're doing

I wonder what they define a difficult application? Any ideas?

I called CIC to understand same thing and call centre people don't care to answer your question.
Simply says call us once your application date cross 6 months.
Disgusting and not transparent ........

It still shows as below, which was very much identical before too. It got back to submitted once I came back to the previous page. No email, no nothin!

Application/profile status Open
Review of eligibility Review in Progress
Review of medical results Passed
Review of submitted documents Provided
Scheduling an interview Not needed at this time
A background check is needed Not Started
Final decision Not Started

AOR: 22 Sep 2015

There are many reasons. Programs certainly have priority such as CEC is processed faster though I don't remember CIC ever officially stating that any where or give reasons. But then again, if having Canadian experience is more likely to be valued and processed faster, the case of FSW outland being processed at fastest speeds is not comprehendible.

Background checks and medicals could vary heavily based upon which country one is from, how many countries you have lived / visited in, how many work histories. If it is from Canada, there are different docs to look at. If you have a common name it would take much longer to evaluate it against list of security clearance suspicions.

Some people have more than one applicants, some have applicants distributed (husband in Canada spouse in another far off country).

Some have been refused before with almost every thing evaluated and just one factor. So they resubmit and are through at record speeds. At other times, people have issues multiple times in their applications and go through this pain and cost several times.

Some times a junior officer reviews a file, writes a judgement, but he is not qualified enough to be relied upon for PASS / FAIL criteria, so his review is looked over by a senior authorized officer. This was easier cases (which are clear cut are done sooner) since they are through with say a junior officer's review. But if he has problems with some thing, the application will be delayed until the senior reviews it.

Above are just the factors that could be learned if you read about details of each phase in PR process evaluation and may be follow those up with gcms notes. I am sure there would be other things not visible to us.

But I certainly don't think they purposely change processing times. It is just one big chunk pool, in which if you are lucky to have straight processing, you will be done sooner. Else it could take any length of time.

Thanks fkl, that's a really helpful response.

Do you think ordering GCMS notes is a worthwhile task? Do you think it speeds up your application or just annoys people?

I spoke with my friend about it and her opinion is that because CIC is a government agency, they have limited resources. Therefore, the more people ordering GCMS notes, the more resources are wasted preparing GCMS notes instead of processing applications. What do you think?

I might wait until next week and request them after I pass the 5 month mark if I haven't heard by then.

You are most welcome. I am not a fan of speculation.

Officially there has never been any correlation cited with number of times you ordering notes. And I personally don't think it is even visible to the visa officers processing your case / or they have time to see who / how many times ordered those. It is just another system where some one pulls your current file and sends you a copy IMHO.

It has been of immense benefit (and tension) to me. I successively ordered two sets of notes - a week apart (this was a few months ago) and the output of first one was disastrous for me. However, thankfully that was overturned by a senior officer review 17 days latter (which appeared in the second set of notes).

But for others, I have seen there notes being generated 2 months apart without any progress on their files (same happened to me as well in another set of notes). So I think there is no issue in ordering them - once in a while (may be first time after a month or so of submission and one or two times latter just to see progress on your file) to get a feel for where you are in the system.

But I don't believe it has ANY impact on your actual case's processing.
