It's such an unfair system. I'm genuinely happy for the lucky people who got PPR in October but it makes no sense that there are so many August and Sept people still waiting. I would love to know what their process/reasoning is.
McCallum himself admitted they would put aside difficult apps and move over to easier ones to keep the flow going. Thanks fkl, that's a really helpful response.fkl said:There are many reasons. Programs certainly have priority such as CEC is processed faster though I don't remember CIC ever officially stating that any where or give reasons.
Background checks and medicals could vary heavily based upon which country one is from, how many countries you have lived / visited in, how many work histories. If it is from Canada, there are different docs to look at. If you have a common name it would take much longer to evaluate it against list of security clearance suspicions.
Some people have more than one applicants, some have applicants distributed (husband in Canada spouse in another far off country).
Some have been refused before with almost every thing evaluated and just one factor. So they resubmit and are through at record speeds. At other times, people have issues multiple times in their applications and go through this pain and cost several times.
Some times a junior officer reviews a file, writes a judgement, but he is not qualified enough to be relied upon for PASS / FAIL criteria, so his review is looked over by a senior authorized officer. This was easier cases (which are clear cut are done sooner) since they are through with say a junior officer's review. But if he has problems with some thing, the application will be delayed until the senior reviews it.
Above are just the factors that could be learned if you read about details of each phase in PR process evaluation and may be follow those up with gcms notes. I am sure there would be other things not visible to us.
But I certainly don't think they purposely change processing times. It is just one big chunk pool, in which if you are lucky to have straight processing, you will be done sooner. Else it could take any length of time.

Do you think ordering GCMS notes is a worthwhile task? Do you think it speeds up your application or just annoys people?
I spoke with my friend about it and her opinion is that because CIC is a government agency, they have limited resources. Therefore, the more people ordering GCMS notes, the more resources are wasted preparing GCMS notes instead of processing applications. What do you think?
I might wait until next week and request them after I pass the 5 month mark if I haven't heard by then.
