Yes, they do work on the weekends. Target bigger border crossing, like COUTTS. They work 24/7. But their Immigration office 08:00 to 23:00.

Anyhow, it is always better to have USA Visa if you are not from Visa except country. It always all depends of USA border officer. His mood and how he feels about you. They have green light for doing whatever they want. Sometimes they create pain also for Canadians. Because technically, if you can not enter USA, they can stamp your passport and send back to Canada. Then, technically something can go wrong and Canadian border officer not letting you in Canada. Then you are stuck between the borders
Don't worry. I never had an issues on COUTTS border. Make sure to get there when their Immigration Office is open.
