IRCC's permanent resident inventory, as of October 5, 2015, shows it had a total of 201,606 pending cases out of which 77,144 were being processed at overseas offices.

I think the huge number of temporary residence applications, like e.g., 2,467,203 temporary residence applications (persons) as compared to 257,582 permanent residence applications (persons) for the year 2015 (Jan-Dec) is what really makes the big part of IRCC's workload and as those temporary residence applications (which include temporary resident visas, study permits, work permits, and temporary resident permits) need a comparatively faster processing most of the times, it results in delays for the permanent residence applications, unless there are separate dedicated teams assigned to each category at all the processing units/visa offices.

But this is just a speculation or a kind of deductive reasoning from the above-mentioned data. One must not forget that there are various other important factors like IRCC's actual working strategies, available manpower, load distribution, annual plans and priorities and the actual processing procedures etc. So, we outsiders can just sit back, go through some of these stats/data, get a general idea of it and wait patiently for IRCC to respond to our applications.
Express Entry is still a very positive and a groundbreaking move which is already showing a tremendous improvement where applicants are getting permanent residence within record times of just a few months as compared to a year or more (years) with previous paper-based applications. With time, as everything gets standardized and once all the major loopholes are identified and rectified, it will become a more convenient and a truly efficient Express Entry system which will benefit both parties; the government, and the candidates.
