As for the 4 months - that's normal, you'll get some movement in your 5th month, hang on there

I am going to reiterate what numerous others have already said before - hang in there. Your turn will come. It feels that your application is not moving at all but trust me, CIC is working on it and your file is moving. They are also very permissive when it comes to incomplete applications by providing an opportunity to the applicant to fulfill the requirements even after submission. It also appears that they have a queue system and multiple agents working on a same file. If an application cannot be processed on the day it is being reviewed by an agent due to missing docs or some such, it will get processed in the next go around. Background check can be tricky for people from certain countries and can take longer than others, but ultimately it will get done. Think of it as CIC is doing its best to keep us all safe in Canada when we get there. Don't look at statistics like some guy is still waiting for his PPR even after 1 year. That could be true, but think of it as an outlier rather than normal. Think of it positively like CIC has still not rejected that application even after one year. Finally, I'll share what I told myself every day I did not get a PPR - "if not today, then definitely tomorrow. Hang in there".
