For me I didn't receive any ghost email for COPR, just logged in at random to see it was updated.
There is no rule ....no logic.... it is just to random ... people getting PPR in 2 months and others waiting for 8 months or more .....I know every case is different but for me when I got my notes they had no activity between december 4th and Feb 1st (when they were generated) ..... 2 months my file is idle ...and I read around the forum many noticing the same thing .....so Isnt that unfair? Some people get 30 days to send pp and some get 15 days. It will mention in your PPR letter. I got only 15 days to send it.savioceg said:Hello,

Well, apart from individual exceptions, if you look at the big picture, they're working on a first-come first-served basis. So October applicants will be procecced before November applicants - I don't see anything strange in the numbers you mentioned, am I missing something?fdiwisha said:Hello everybody,

As for whether they're late or not - we're only just entering our 5th month of wait. The heavy PPR rains used to start at about 4 months waiting, but that was back in autumn, it's more 5-6 months now. You'll see some raining in November thread in a few weeks, I'm sure, and in fact, we already had our first one, for inland applicants.

Like cjs said, it's FCFS after the application crosses 3.5 months mark.
