looking at your AOR date (Jan 05) i think this may be the last step in your application. if it is, than probably 1 or 2 weeks

What does "Your application is in progress. The next step is to conduct a background check." means?
Not Started? Or In progress?

My Background has went from Not Started > We are processing your background check. We will send you a message if we need more information > Not Applicable in the last week.

Normally for CEC Inlanders, are there generally anymore changes before PPR? How Close may I be to it?

CEC Inland
AOR: Jan 8, 2017
Meds Passed: March 4, 2017

Based on the current trend of CEC applicants, it is 45 days to 60 ays to reach PPR stage after medical.

Yes, your application should undergo one more BG status which is in In Progress. Once you see the In Progress status, you can safely assume PPR around the corner. :) :)

It will change once again to BG in progress after which PPR can follow within 1 day to 2 weeks

My guess is you've passed eligibility. It'll be sent to your local visa office and then your BG will go in progress, shortly followed by PPR!
