That seems bizarre to me because you don't lose any points for this, as the calculator simply gives CRS for '3 years or more' you don't gain any points for that fourth year. The experience during PGWP is eligible. The experience while you were studying (even if you have off campus work permit) is ineligible.
Although the system shouldn't consider it as Work Exp because there is a filter in Questionnaire where it ask for student status. Try to remember if you have selected "No" instead of "Yes". That might be the reason.
PGWP and off campus WP are two different things.

Sorry to hear your rejection.
But I believe working experience gained under PGWP is not invalid, as long as you are not doing acdamic study in the meantime. Most of CEC applicants here are holding PGWP after they grandfather from university/college and claim for working experience point after they graduation.
