The case analyst is not convinced by your reference letters, this is not good but it doesn't mean end of world either. Obviously you want a recommend pass to come from the analyst, but in some cases they'll need to contact your employer to further verify and this is done by the officer so you'll get a recommend review. And you're inland CEC so they are a lot more fussy with letters from Canadian companies.
If you're self employed then expect an interview, if not then your employer will probably get a call.
So, the things that come to mind are: did your reference letters include your duties? If so, was there a good match with your NOC (sort of at least 60% of the duties matched)? Did you include salary & benefits? Did it state you worked for at least 30 hours a week? Do you work for a well known and reputable company? Did you include your pay-slips and T4 tax forms? Does your NOC require specific degree of education (like a Bach of Ed for Teaching) and if so do you have that?
If you can think of anything from the above questions that you can strengthen by submitting more documents then it may be a good idea to pro actively submit via CSE.
