Yes it can happen. Usualy it happens to an applicant that got his previous application cancelled (but several checkes were already done). In that case second application is much faster.
More realistic will be, that our group gets first PPR around March.

The guy was in LVO, i saw PPRs from there from first time applicants in 3 weeks.. in 5... so maybe he got lucky.

This makes sense but I would have thought that IRCC square as they are would insist on redoing all the checks... Have you seem many of these in the forum or are you speculating? :P

Went over and had a look... And the guy is PNP-O!!!

VERY STRANGE, but OK! Will look at this as motivation... :)

That is really strange. I have rechecked the immigration law. when it comes to PNP, there is some additional approval required once the application is on the federal level. That only means additional step which means more time.
We have already seen some batch pattern when it comes to PNP. That is why I was thinking about second application after cancellation of the first one. One more explanation would be if that person has applied for a different temporary visa recently (for example student visa or such).

May be this guy was NOC 00xx and needed for some government position so they really speed him though the process... But if that's the case he wouldn't need PNP.

With regards to the extra checks for PNP, we know they exist as it's stated on the A11.2 overview.. But we've no idea what it entails or even how long it takes... It may be a simple electronic check that takes seconds to do or it may be much more involved.

What I find most strange about this is that this guy had AOR on the 3rd, Meds changed on the 16th, BC went to IP on the 24th and PPR on the 14th... So in 8 days he had his R10, A11.2 completed and file transferred to LVO and assigned to someone (perhaps a new record?!?)... Meanwhile NOBODY has moved to IP yet...
 
On a different but perhaps more motivating note, it seems to be RAINING PPRs in the November thread, so perhaps we'll see something similar in Dec in 3-4 weeks and then it will be our turn in 6-8 weeks!

Another thing is that this bloke is egyptian. I am from pakistan and think that pakistanis and egyptians and along with citizens of similar muslim countries go through more stringent security checks.

But his visa office is London, so perhaps he's lived all his adult life in the UK without traveling much so security was simple for him... The problem is that we can't reach out to him to confirm these things so we're just speculating... heheh

Yeah it can be. In july or jun 2016 aor thread there is an egyptian who recently got passport request through egyptian visa office.
 
Applied dec 19th 2016. 1st aor jan 11 and 2nd aor jan 19...thats it for now....
