I believe they returned to Peru to get the PCC. It was issued before they left the country.

His/Her PCC was unacceptable.

Possibility is he/she got PCC during the stay there, not after leaving.
Or Didn't follow the proper way (authentic translation) to provide it to CIC.

The timelines are so mixed up, mine is similar dates, but opposite yours...

Meds passed 28 or 29 Mar
BG Status: Next step is to conduct background check since 29th of Mar

Today I got an email from IRCC asking to upload copy of valid passport
Since I applied with passport that expires in Sep of 2017 I renewed my passport in March and received new one till mid next year.
I just uploaded new extended passport.

Is this a positive sign....?

hopefully they do not delay my application..

Indeed it is. Means they are working on your file and Collecting infos to pass R10 so they can forward it for finalization.

In Schedule A, did you include your travel history? CIC requested that I fill in the addresses since last year, and I was wondering if I should include my travel history during that period as well.

Check in ur mycic account under messages under applications

U can check ur application number or file no its normal to have status change without email notification .

There are no messages except AOR that only contains EE Profile number!
