If you are a CEC applicant and 40 days have passed then that's strange but if you are anything other than CEC then it's normal and don't worry.

CEC inland Applicant. Got my AOR on Feb 26, 2017. Passed medical on March 22nd, 2017. Haven't paid RPRF FEE yet since I already had a PNP Paper Based app in progress. It was a mistake not paying it in advance.
What's the next step? I just gotta wait for PPR now?
