What does it mean when it goes from not applicable to not started then back to not applicable is this a good sign?

Mine also went back to "Not applicable" today from "Your application is in progress. The next step is to conduct a background check"

I'll prob send an email to CIC later this week to see if my application has now reached the local VO as maybe this status change indicates that it has progressed from the centralized intake office.

Right CIC says work permit extensions like a bowp is taking 34 days. But that number has be trending up as of late so by the time yours is almost ready it might be 40+

As per my understanding and what i have seen for some of my friend under CEC inland, It is case to case basis, if needed CIC will ask to get RCMP else it is not needed.

I also need a letter from IRCC in order to obtain a PCC from HongKong but never received anything - 16 days since medical passed and bgc in progress.
I read on this forum someone has found CIC email in their spam folder, technically they should never send any important information via email right? If I check my account often I shouldn't have missed anything even if, in the case an email was filtered into my spam folder?

they will ask you to submit RCMP if they need one from you . but if your BG is in progress since 03/01 then i think they are not going to ask you for it ,and as far as i know only CSE related emails go to your spam folder rest will come in your inbox.
