Yes you are right NBG is IP1

There are 2 ways to change status

Trend 1: NA -> IP -> NA -> IP
Trend 2: NA -> NBG-> NA-> IP

Yes, in your case NBG is similar to IP1. There is a theory that if you provide RCMP PCC upfront then your status changes to NBG instead of IP1. Did you provide RCMP upfront?

no i didn't provide RCMP upfront neither do they asked me later.

I didn't submit RCMP, so I followed Trend 1. My IP1 and IP2 showed the same message: We are processing your background check. We will send you a message if we need more information.
Trend 1: NA -> IP -> NA -> IP
Trend 2: NA -> NBG-> NA-> IP

so i am following trend 2, when should i expect the PPR email. i was expecting it yesterday but got nothing.

I submitted my PCMP PCC upfront, but my status changed to IP1 after medical passed, not NBG.
