The PA can land first and the dependents can land at a later date but obviously, they should land before their COPR/Visa expires.

This would be mentioned on your COPR. Usually, it is one year from the date of the medical exam. Your COPR would mention the last date you can do your landing - You should land on or before that date (keep in mind the time/date difference).

They will usually not give any details over phone calls and raising a CSE would also get only a generic reply.
Since you have crossed 6 months mark, write to your Visa office or CPC-CTD-Ottawa@cic.gc.ca and mark your mail urgent.
Another alternative is to order GCMS notes or wait for the PPR :-)
If you have not paid RPRF upfront they might ask you for payment which would be a big indicator. But if you have already
paid it, GCMS is the only way to go.

You might as well ask this in the NDVO group as well. However from the tracking sheet, it does seem like there are a few left with an AoR before the mentioned date.

Buddy! raising a CSE can be of help. I've some similar cases, their background went on progress immediately after they raised a CSE.
