my BG went in progress a month ago. still no pr. right now "bg in progress" for second time means nothing

It depends on VO and your category... PNP Outland with NDVO has VO has seen PPR within 1-3 days of BG going in progress. And maninder matches that specific category.

I have never heard (till now) anyone being asked bout the funds at landing.

If you have to, Take those funds in 3:3:4 ratio.

30% Traveler Cheques (there is a fee)
30% DD in your name (takes a month approx to clear)
40% cash. (forex will be expensive)

Another option is:

You can open a bank account with a Canadian Bank here in India(Google Canada Banks in India - RBS, Scotia to name a few). You can put the entire amount in that bank account and once you land you will have your money. First transaction is tax free(enquire about this). So you can put in extra if you want to. You can take the bank statement of that bank and present it to the authorities once you land (if they ask). You will also get a credit card. This option is safer as you dont hve to carry large amount of cash and cheques (could get lost).

hope this helps

Hi,

I submitted my Passport today.

And putting up my resignation in current job. Kindly, advice is it ok to resign now. Or even after PPR there can be still some risk for Visa.

Trust me its difficult to find job if someone is jobless (especially Engineer).

If CIC has requested for your passport, I doubt there is any risk. Regardless, I would not recommend you give in your resignation notice just yet. You have been patient and waited this long, you can and should wait a few more weeks until you get a COPR and the passport back. Use this time in between to look for job opportunities by all means, but try landing a job first before you resign would be my 2 cents.
