Yes, you were eligible to apply for BOWP right after submitting your application. But I would recommend to wait until end of August. You might receive PPR before August. No point of spending extra $255.

My application just went to Background Check In Progress after Background Check changed to Not Needed from In Progress about a week ago.

I think that means it's at the last step and PPR should come soon.

Medical check passed almost immediately.
Background check changed into in progress on May 15
PPR was May 16
Sent my passport yesterday.
