ECAS does not work for Express Entry applications. You need to order GCMS notes for getting in-depth details of your application.

I got my GCMS notes today. I found the following in the second page:
Eligibility: not started
Security: not started
HIRV:
Criminality: Passed
Medical: Passed

I also found the following on the 6th page:
EE Eligibility:

Assessment:1
UCI:XXX
Type: Candidate-Assessment
status: Passed-Candidate
.....

I also noticed that the GCMS response was created a day after my request on April 18th.
Does anybody have any idea why my Eligibility is not started while my BG changed to "In progress"? what it could mean?

BG: changed from "not needed" to "In progress" on April 25th

I think it's because the notes was generated on April 19th which is prior to your background's change to in progress, so it doesn't include any progress on your eligibility check. If you order a GCMS notes again in the future, it should include more notes regarding your eligibility check.
 
For those Feb AOR applicants who already got their PPR, how many days in average took for them to got PPR request?

I applied feb 8th and got the request may 6th. So almost 90days

Congratulations @fkab. I also applied on 8 February. Can I ask what is your category? Were you FSW (Inland), FSW (Outland) or CEC?

met requirement for fsw, Cec and pnp but was invited under pnp.. I am an inland applicant

i guess outland applicants get responses much later than inland. :(

Some are lucky enough to receive it well within 90 days. Im taking an average of 180 days(6 months) as CIC is completely unpredictable.

I am an inland applicant. I live in Vancouver
 
I have a question for those who got PPR. Did you all receive a message in your CIC account in addition to "Ready for Visa" Email? Or did your EE status change after receiving "Ready for Visa" Email?
