Actually, it depends on the workload allocation. The only way to find out about your VO is through GCMS. I'm from Philippines, working in Malaysia, but there is no VO in Malaysia and they are sending all application (e.g. TRV, PRV, Student) to Singapore which is the nearest, so anyone will immediately assume my application will land in Singapore.
