I had a bachelors. Came to Canada as a student and got a postgraduate certificate (which i believe is higher than a bachelors). Since ECA for a higher degree (like masters) is not required if school is in Canada, I assumed i could skip the ECA for my bachelors too (since i have a "higher" postgraduate cert degree). Unfortunately, there is no option on the application form to select postgraduate certificate alone....it's put into the category of "Two or more certs" (unlike masters that has it's on category). Therefore, the visa officer converted my postgraduate certificate to a diploma certificate in his head, claiming i also did not submit ECA for my BSc. and then reduced my score which led to the rejection.
In your case, I have a friend who applied from USA and only submitted ECA for Masters (not including Bachelors). He has is PR now. Landed 2 weeks ago!
