But what's this mailing documents to Ottawa business about? I was under the impression I could just take this letter to the border, cross and come back in with it and be processed right there. Any ideas?

Do you have your Passport Stamped? If so, go to the border, if not. send your passport for stamping (search how to on this forum first).
