Could anyone please explain: PER/NER or former AOR ? Is this an acknowledgement from CIC that the application received is complete, accepted, and started processing?

PER -> Confirmation of Positive Eligibility Review from CIO

NER -> Confirmation of Negative Eligibility Review from CIO

Means, if your Application is Complete and accepted by CIO, U will get PER.
If your file is rejected due to any reasons initially, u will get NER.

If someone get NER , is it mean applicant also lose the application fees or it will refund???

No...They will refund the Money, since they haven't send or started the processing of the application at local visa office.

2-3months as far as i know..

Yes, it is issued by CIO, Nova Scotia. The file is then transferred to your Visa Office then an AOR is issued.

This year it is taking about 60 days to get PER. I think the time limit mentioned by CIC is 120 days.

Someone has mentioned that there is strike of Visa Officers of CIC in many countries. This may affect the process.

However, till PER/NER the process is undertaken by CIO, Nova Scotia and the strike is from the respective country Visa Offices. So, I guess the process after receiving PER may get delayed due to this. We shall get PER in about 60 days.

WHat if you dont get per/ner and your application is reached on time?

The application which is sent to cic , will they return it?
