I have never seen a PPR/RFV from "VO RROC" between July 22-present. ADRs for sure, never an approval. They are a support office(for localization, NOC specific expertise, etc) and don't issue a PPR/RFV from what I see. Your application most likely is reassigned to another VO (e.g. CPC-Ottawa) and they send you the final approval email(I could be wrong, but I have no evidence to say that they send approval emails).

mine is at Montreal VO.
The processing time seems to be at 39 days and Montreal VO is extremely slow
