My Aor date is 28 Jan 2019 and biometric were updated on 15 March 2019 along with Medical clearance on 13 March. However, after that there has been no update in my account. As per IRCC timeline I am expected to receive my final response by 29 July 2019. My concern is whether my case is being delayed beyond the average processing time (it has been over 4 months now) as an acquaintance of mine with similar AOR and biometric details has been issued visa.

I wouldn't jump to conclusions just yet.
There are many people with very simple cases(like me) here who've been waiting for 8 months and more.
My peers have not only received their PR's, they've even landed in Canada and settled in, yet many of us
are still waiting. I'd ask you to not compare yourself to other applicants.
No one knows how or why IRCC does what they do. It seems completely random.
