assuming your spouse is the principal applicant...he/she is should be able to raise a case specific enquiry to inform CIC of your move (google ircc webform)-that's in regard to 1st question
q 2. Indian consular authorities don't allow you to mail your passport into/out of country.... once your get PPR, they will send you an email requesting your passport...reply to the same email requesting change of visa office to your nearest location and submit passport there
q 3. rule is- if you have lived in a country for more than 6 months...you would need to apply for pcc...you will be crossing the 6 month timeline shortly...fbi pcc's take a fair amount of time to get...I would recommend getting that right away...
