Having BOWP means you could work in Canada but you cannot enter Canada with BOWP. the sticker, which is TRV, gives you eligibility to enter Canada. If you want to leave and re-enter Canada before you becoming a PR, you need apply for TRV.

Oh, Thanks for the information! it is so important to me, otherwise I might make mistake to leave Canada with BOWP.

Hi, Does anyone have any idea how much time it takes to get RPRF request for Inland applicants ?

My theory might be true. They are finishing CEC-FSW inland applicants of last year and now they started sending PPR to pnp inlands. So now CEC-FSW inland people of this year wont see PPR for few months till they finish with PNP-inlands.
